“Decisão surpresa” ou “decisão-surpresa”?

Já discorri muito aqui sobre o problemão que o Acordo Ortográfico vigente trouxe para o emprego do hífen.
Duvido muito, mas muito mesmo, que exista algum professor de língua portuguesa que entenda todas as regras de hifenização (ou seria infernização?).
Alguém aí saberia me dizer, por exemplo, por que “arco-da-velha” leva hífen?
Ah, simples, Professor, porque a palavra não significa literalmente o arco usado por uma idosa, mas uma história inverossímil ou antiga.
Ah, é?
Expliquem para mim então por que “boi de mamão”, “lua de mel” e “mala sem alça” não levam hífen!
Bizarro.

Pois bem, a expressão do post de hoje constitui-se em outra bizarrice. Isso porque o correto é escrever “decisão surpresa”, e não “decisão-surpresa”, o que, no meu entender, contraria o item 1º da Base XV do Acordo:
“Emprega-se o hífen nas palavras compostas por justaposição que não contêm formas de ligação e cujos elementos, de natureza nominal, adjetival, numeral ou verbal, constituem uma unidade sintagmática e semântica e mantêm acento próprio”.
Traz como exemplos, entre outras palavras, “ano-luz”, “tenente-coronel”, “tio-avô”, “turma-piloto”, “amor-perfeito”, “guarda-noturno”
Ora, “decisão surpresa” cumpre os citados requisitos para o emprego do hífen:
É uma palavra justaposta que não contém forma de ligação (preposição, por exemplo) e os elementos que a compõem (dois substantivos) possuem unidade sintagmática e semântica (formam uma palavra com um sentido).
“Decisão surpresa” deveria, portanto, levar hífen SIM.
Mas não. Nenhum dicionário traz a palavra hifenizada (corrijam-me se eu estiver errado).
O dicionário eletrônico Priberam ainda faz questão de trazer alguns compostos com a palavra “surpresa” como segundo elemento, todos sem hífen (“ataque surpresa”, “efeito surpresa”, “festa surpresa”).
O Volp não traz nenhuma palavra com hífen em que o segundo elemento seja “surpresa”.
Então, ainda que com isto eu não concorde, se estiverem discorrendo sobre a “decisão surpresa” de que trata o art. 10 do CPC, escrevam assim mesmo, sem hífen.
É bizarro, mas é assim. Menos mau que a maioria de nós já escreve desse jeito nas peças.
